Unemployment Compensation Management Services

The City of Boston (“the City”), acting by and through its Deputy director of People & Culture (‘the Official’), hereby requests sealed proposals from interested and qualified parties (“Offerors”) to provide unemployment compensation management services, in compliance with the responsibilities imposed by M.G.L. c. 151A Massachusetts Employment Security Law.

All proposals shall be submitted in strict conformance with the Request for Proposal (“RFP”) which will be posted on the City of Boston’s website and Supplier Portal (http://www.cityofboston.gov/procurement) under Event ID EV00014077, on or after 9:00 am, Boston time, on Monday May 6, 2024

Applications to prequalify for contracts for such work will be accepted until 5 p.m., Boston time on May 22, 2024 at the above address or through electronic format on the Supplier Portal. Electronic format is strongly preferred.

The RFP contains both price and technical evaluation criteria. Price and technical proposals shall be submitted separately. Failure to submit separate sealed price and technical proposals shall result in disqualification of the entire proposal.

The City and the Officials reserve the rights to contract only in those cases and in accordance with those applications as the Officials determine to be in the best interest of the City. Except in cases of emergency, contracts for individual purchases or instances of work will be awarded to the lowest responsible bidder after a solicitation of bids from qualified applicants.

The terms of the contract shall not exceed three (3) years commencing on July 1, 2024.

Brenda Hernandez, Executive Director of People and Culture
