Healthy and Green Retrofit Pilot Program Bid Opportunities

Every year, the Boston Home Center (BHC) negotiates numerous agreements for construction services on behalf of homeowners for a variety of project types. To be eligible to bid, contractors must be pre-qualified by the BHC. Pre-qualified contractors receive email notifications about construction bid opportunities and an invitation to attend the site visit and receive a bid package.

Each Healthy and Green Retrofit Pilot Program project will require a general contractor capable of coordinating a variety of trades. Although the scope of work will vary for each building, all will include heat pumps. Many buildings will include electrical upgrades, ventilation upgrades, window & door replacement, and/or heat pump water heaters. Some will also include new roofs and/or new siding, both with continuous insulation.

To become a pre-qualified contractor, contractors must submit the items below. See the application for all requirements. Assistance to complete the application is available. 

• Completed Application
• Required documents, including Commercial Liability Insurance Certificate and Workman’s Compensation Insurance Certificate
• Three client references with photographs for similar work completed in the last two years.

All contractors working with the BHC must follow the BHC’s Contractor’s Policies & Procedures to remain in good standing. Successful BHC contractor partners are good communicators, respectful to homeowners, and follow established procedures.

BHC Construction Specialists perform regular sites, inspect work performed, and approve requests for payment. Requests for progress and final payments are made at progress milestones and for materials purchased and safely stored on site.

What’s the payment process?

• The contractor must submit a properly executed payment invoice and an AIA payment request form.
• The contractor, construction specialist, and homeowner inspect the work to verify that the work is satisfactorily completed as outlined in the AIA payment request form. 
• The Construction Specialist will initiate payment if the work in place matches the work listed in AIA payment request form.
• Payment is typically made in 1-2 weeks, although the first payment can take longer. It’s recommended that contractors set up direct deposit to make payment faster.

Does the City provide a deposit (a payment before any work has started)? 

No, the City does not make any payment before work is performed. Progress and final payments are made at progress milestones and for materials purchased and safely stored on site.
