The Fiscal Year 2024 Budget is a fiscally responsible plan that makes meaningful investments in priority areas, while shoring up critical city infrastructure.
The $4.28 billion FY 2024 Operating Budget and $4.2 billion FY 2024-2028 Capital Plan build on a strong and stable financial foundation and make new investments in priority areas alongside sustained investments designed to deliver the more equitable, vibrant, and resilient City our residents deserve.
This fiscally responsible budget will ensure the City is prepared for economic uncertainties, while maintaining a well-resourced government that is prepared to respond to the needs of Boston.
The FY24 Operating Budget and FY24-FY28 Capital Plan are supported by $551.7 million in federal American Rescue Plan Act (ARPA) funds. To learn more about transformative ARPA investments, visit the Federal Funds page.

FY24 Operating Budget
- The FY24 Operating Budget covers day-to-day expenses for the City, including people like teachers, police officers, and firefighters and services like housing, recycling, and transportation.
- The $4.28 billion FY24 Operating Budget is balanced and sustainable, and places equity at the center of all decisions. It focuses on our core values of Connecting Communities, Delivering City Services, and Setting a Foundation for our Future.

- The $4.17 billion FY24-28 Capital Plan will maintain and build the cherished public spaces of Boston, including schools, open spaces, community centers, streets, and bridges. It is the City’s plan to make critical investments in the City’s infrastructure like schools, roads, bridges, bike lanes, libraries, and more. This year’s plan includes new infrastructure funds supporting affordable housing, revitalized parks, multi-modal transportation improvements, school improvements across Boston, and climate resilience.

Operating Budget
The operating budget covers the day-to-day expenses required to deliver services to residents. These costs return year after year and include items like staff wages, office supplies and utilities.
Capital Budget
The capital budget is used for long-term investments, like infrastructure and facilities, that are paid off over time. Road repairs, machinery, and maintenance of water treatment plants are all capital expenses.
