Design Review Consulting Services

The scope of work generally consists of peer reviewing, evaluating, analyzing, and commenting on various studies, reports, designs, construction documents, specifications, estimates, and schedules for various capital-funded projects at various sites in all phases of planning, design, and construction on an as-needed basis and is further detailed in the Request for Qualifications (RFQ). 

Disciplines include Architecture, Green Building Technology/Sustainability, Mechanical Engineering, Electrical Engineering, Plumbing Engineering, Fire Safety Engineering, Elevator Engineering, Marine Engineering, Structural Engineering, Civil Engineering, Environmental Engineering, Commissioning, Landscape Architecture, Cost Estimating/Value Engineering, Building Code Review, Project Scheduling, and Phasing.

Depending on the scope of work, projects will be performed under M.G.L. c.149, §§ 44A-44J, M.G.L. c.149A, §§ 1-11, or M.G.L. c.30, § 39M.

Programs for projects will not be prepared beyond the scope stated above. Maximum contract values are listed according to discipline in the Request for Qualifications (RFQ).

The FY2024 – FY2028 Design Review Consulting Services Application Package will be available beginning March 27, 2023, and may be obtained by requesting access via email to bid.info@boston.gov. Completed SOQ packages (one copy and two flash drives) must be clearly identified with the project title: FY2024 - FY2028 Design Review Consulting Services – Project #7271 and Category on the outside of the sealed envelope. SOQ must be returned by April 12, 2023, no later than 11 a.m. to the PFD Bid Room located at 1010 Massachusetts Avenue, Annex, Boston, MA 02118. 

All technical questions are to be submitted to PFD’s Bid Counter by email at bid.info@boston.gov on or before April 5, 2023, by 11 a.m. No technical questions will be accepted after that time.  Final questions and answers will be posted via an addendum at least 48 hours prior to the submission deadline.

The FY2024 – FY2028 Design Review Consulting Services Application Package includes all forms to be utilized and submitted for this RFQ process. SOQ submitted on forms other than those specified will be rejected without further consideration.
