    0339 Message and order authorizing the City of Boston to submit to the Massachusetts School Building Authority (MSBA) Statements of Interest for Accelerated Repair Program for the following schools: Chittick Elementary School, East Boston High School, James Curley K-8, Joyce Kilmer K-8, Marshall/Up Academy K-8, O'Donnell School K-5, Oliver Perry K-8, Russell School K-5, Sumner School K-5, Timilty Middle School and Tobin School K-8. The Statements of Interest describe and explain the deficiencies and priority category for which the City of Boston may be invited to apply to the Massachusetts School Building Authority in the future.

    0340 Message and order approving a Home Rule Petition to the General Court entitled “Petition for a Special Law Re: An Act Authorizing the Economic Development and Industrial Corporation of Boston (EDIC) to Qualify as Single Energy Services Company for the Design Construction, Operation, Maintenance, and Financing of a District Energy/Microgrid Project and Related Energy Savings Performance Contract to Serve Public and Private Owners and Tenants in the Raymond L. Flynn Marine Park."

    0341 Message and order approving a supplemental appropriation of Seven Million Seven Hundred Forty-Six Thousand Three Hundred Dollars ($7,746,300.00) to cover the FY17 cost items contained within the collective bargaining agreements between the City of Boston and the Boston Patrolmen's Association. The terms of the contracts are July 1, 2016 through June 30, 2017 and July 1, 2017 through June 30, 2020. The major provisions of the contracts include base wage increases of 2% effective the first pay period of July of each fiscal year. The agreement also includes increases to existing Quinn Bill/Education benefits, modified steps beginning in July 2016, and increase to hazardous duty pay beginning in July 2017.     0342 Message and order authorizing the City of Boston to accept and expend a grant of Forty Thousand Dollars ($40,000.00) for the FY17 Mass Decontamination Units from the US Department of Human Services as a pass through the Massachusetts Department of Public Health to be administered by the Boston Fire Department.

    0343 Message and order authorizing the Police Commissioner to accept and expend a grant of Twenty-Five Thousand Dollars ($25,000.00) for the FY16 Paul Coverdell Forensic Science Improvements, awarded by the National Institute of Justice, passed through the Massachusetts State Police/Crime Laboratory.
