The City of Boston (“the City”), acting by and through its Chief, Office of Emergency Management (‘the Official”), requests bids for a qualified vendor to provide a twenty four-month, two-year Mobile Forensic Software Licensing Agreement for the Metro Boston Homeland Security Region which includes Boston, Brookline, Cambridge, Somerville, Revere, Quincy, Chelsea, Winthrop, and Everett. This is a two year software license agreement for Cellebrite mobile forensic software licensing agreement as particularly set forth in the Invitation for Bids, which may be obtained from the City’s purchasing website and Supplier Portal (boston.gov/procurement) on or after 9:00 AM, Boston local time, on July 12th, 2021. The Invitation for Bids will remain available until the date and time of the opening of bids, on July 26, 2021 at 12:00 PM, Boston local time.

The attention of all bidders is directed to the provisions of the Invitation for Bids and contract documents, specifically to the requirements for proposal deposits and insurance as may be applicable. Responding to this IFB is voluntary. All costs associated with responding to this IFB, any presentations, and/or demonstrations will be the sole responsibility of the vendor participating in the IFB response.

If submitting via paper, bids shall be submitted in a sealed, clearly labeled envelope on or before July 26, 2021 at 12:00 PM, Boston local time, to: Nayanny Bello, Regional Planner; Office of Emergency Management (OEM); Boston City Hall, Room 204, 1 City Hall Square, Boston, MA 02201.

The Official shall not open the bids publicly, but shall open the bids in the presence of one or more witnesses within twenty-four (24) hours of the above deadline for submission of proposals.
