New Interim Alternative Fuel Source Policy announced

Learn about the requirements for propane as a temporary/interim alternative fuel source within the City of Boston 

The use of propane as a temporary/interim alternative fuel source within the City of Boston will be reviewed for approval, based on following the regulations and documentation required pursuant to this policy. Temporary permits issued under this policy shall be in accordance with the Boston Fire Prevention Code, 527 CMR 1.00, NFPA 58 - 2014 edition, and NFPA 241. In addition, permit approval is subject to other factors attendant to the subject property, including, but not limited to, the population and structural density of the neighborhood, classification of the occupancy, type of structure, and any other additional safeguards as proposed by the applicant. In the event this policy conflicts with other applicable policies, regulations, ordinances, statutes, or laws, the policy, ordinance, regulation, statute, or law that establishes the higher standard for the promotion and protection of safety and welfare shall prevail. The Fire Commissioner shall have the authority to determine which policy, regulation, ordinance, statute, or law establishes the higher standard for the promotion and protection of safety and welfare. The Fire Commissioner reserves the right to rescind this policy.

Applicants requesting propane as a temporary/interim alternative fuel source shall be subject to the following requirements:

Requirements:
  1. Applicant must adhere to requirements set forth in 527 CMR 1.00, NFPA 58 - 2014 edition, and NFPA 241.
  2. Provide 24" X 36" stamped engineering plans showing lot, building, and surrounding structures.
  3. Commitment letter from owner stating that propane is temporary and will be converted to another type of fuel (natural gas, oil, electric) within the time frame of the temporary permit. All interested parties and prospective buyers of the subject property must be given notice of the agreement.
  4. Provide National Grid gas line agreement stating service will be connected.
  5. Provide contract with the propane company detailing the installation and delivery schedule. The tank should be leased, not bought.   
  6. Schedule pre-installation inspection of the site by BFD, ISD, and Propane Company.
  7. Schedule post-installation inspection by BFD and ISD.
  8. Install propane detectors.
  9. On renewal of permit, an inspection of the system is required.
  10. Delivery of propane should be limited to amounts that are practical and efficient. Massachusetts Commercial Driver’s License (CDL) requirements regarding propane deliveries shall be complied with. 
  11. Any other requirements specific to the subject property as required by the Boston Fire Department Fire Commissioner, or his Designee, in the interests of public safety and welfare.
Required Permits from the Boston Fire Department are:
  1. Temp Heat Permit (6 Month Max)
  2. Fuel Storage Permit (6 Month Max)
Required Permits from the Inspectional Service Department are:
  1. Building Permit (Installation of Pad and Equipment)
  2. Plumbing Permit (Mechanical)

Enforcement of this policy will be subject to the interpretation of the City of Boston Fire Commissioner.

This Policy shall be effective as of October 26, 2018, subject to rescission by the Fire Commissioner in the interests of public safety and welfare.
