Boston Residents Jobs Policy

The Boston Residents Jobs Policy (BRJP) office works to increase employment opportunities for Boston residents, people of color, and women on private and public development projects in the City of Boston. The office also monitors the compliance of developers and contractors with employment standards and prevailing wage requirements.

Boston Residents Jobs Policy 

The Boston Residents Jobs Policy (BRJP) was established in 1983 to set employment standards for Boston residents, people of color, and women construction workers on city-covered construction projects. 

Policy and Additional Information:
Employment Standards

Private development projects over 50,000 square feet and all public development projects must meet the following employment standards:

  • at least 51% of the total work hours of journey people and 51% of the total work hours of apprentices in each trade must go to Boston residents
  • at least 40% of the total work hours of journey people and 40% of the total work hours of apprentices in each trade must go to people of color, and
  • at least 12% of the total work hours of journey people and 12% of the total work hours of apprentices in each trade must go to women.

THE BOSTON RESIDENTS JOBS BANK

The Jobs Bank was established by the Boston Residents Jobs Policy as a referral source for Boston residents, people of color, and women to access employment opportunities in construction on city-covered projects. The Jobs Bank works closely with contractors, local unions, and community organizations to identify placement opportunities. In addition to job opportunities, the Jobs Bank has information on training programs, union opportunities, job fairs, and other resources.

Boston Employment Commission

The Ordinance and the Mayor's Executive Order established the Boston Employment Commission (BEC) as the liaison committee to make recommendations to the BRJP and BPDA regarding enforcement of the Ordinance.

The commission meets the third Wednesday of every month online via Zoom to review BRJP and BPDA reports. The commission is made up of seven members selected by the Mayor.
