JFK/UMass Station Area Action Plan

We're making it easier to get to JFK/UMass and laying the groundwork for safety and accessibility improvements in the surrounding area.

This project will develop a concrete plan and comprehensive vision for improvements in and around the MBTA JFK/UMass Station at Columbia Road. This includes both steps that can be taken by the City of Boston independently on City property, as well as actions that will need to be coordinated with other stakeholders such as MBTA, MassDOT, and DCR.

The Plan will allow for the City to prioritize projects and interventions in the near term while also allowing for longer-term planning and policy-making around larger projects. This project is intended to inform City planning and policy efforts around state and federal transportation and infrastructure investments, while also shaping immediate and mid to long-range investments and plans for the City across a range of departments.

Improving Access For All

This plan focuses on improving access to and through the station area. Whether people are biking, walking, or taking the bus, this plan will guide improvements that make the area safer and more accessible for all.

Planning for the Future

This process will closely coordinate with the many plans and projects currently underway in the neighborhood, including the Moakley Park Vision Plan, the Kosciuszko Circle/Morrissey Boulevard Planning Process, the Dorchester Bay City development, and many others. By coordinating with these surrounding planning processes, we will make sure that our plans are consistent with each other and reduce the planning burden on the community.

We don't want this plan to just sit on a shelf. This plan will develop projects and playbooks for funding and implementation, so that we can deliver real improvements to Boston residents and all who use or pass through this area.

Did you know? The first rapid transit station at Columbia Road opened in 1927, with the Boston Elevated Railway's Dorchester Rapid Transit project.

At the October Open House (October 9, 2024) and Virtual Community Meeting (October 16, 2024), we presented the proposed vision and draft recommendations for improving station access in the short-, medium-, and long-term. Feedback was sought to understand community priorities to inform development of the Action Plan.

Based on what we heard from the community, key priorities include:

  • Improved accessibility, especially to the west side of the station on Sydney Street
  • Interim improvements for all modes through Kosciusko Circle in advance of a full redesign
  • Safer conditions for walking throughout the area, including better lighting under overpasses and improved crosswalks
  • Additional east-west connections for walking and biking and a 24/7 concourse through the station
  • Better connections between different modes of transportation, including bus service, the Red Line, and the Commuter Rail
  • Additional transit options in the long term, including exploring the potential for ferry service

This public input will be used to help refine the draft recommendations, with the goal of releasing updated recommendations as part of a Draft Action Plan in early 2025.
