Change of Licensed Builder
Property owners must immediately notify ISD of the change to ensure that a properly licensed professional remains responsible for the work at all times.
A Change of Licensed Builder is an official form notifying the Inspectional Services Department that the licensed contractor responsible for a permitted project has changed. This requirement ensures that when the original contractor leaves a project, a qualified and properly licensed professional is designated to take over responsibility and maintain accountability for the work.
Requirements
- Mutual Acknowledgment The incoming licensed builder must sign the Change of Licensed Builder form to confirm the transfer of responsibility.
- Written Authorization The change must be approved by the property owner or their authorized representative or designee.
- New Contract A signed contract between the property owner and the new licensed builder is required.
- Active Supervision Massachusetts law requires a licensed builder to be actively in charge at all times.
All work must stop if the original license holder departs and a replacement has not been approved.

Supporting Materials You Will Need
- Copy of Construction Supervisor License (CSL) or City of Boston Builders License (front and back)
- Copy of Home Improvement Contractor License (HIC) (front and back)
- Certificate of Liability Insurance
- Workers’ Compensation Affidavit
- Mattocks-Higgins Affidavit
- Home Improvement Contractor (HIC) Registration (four story, four dwelling units only)
- If the contractor’s experience rating exceeds 1.0, they must submit a lessons learned letter on company letterhead describing the incident and the corrective actions implemented to prevent a similar occurrence in the future.
- Construction and Demolition Safety Ordinance Form
- Signed contract between owner and contractor (including total cost)
- A detailed, itemized estimate showing all material costs and labor charges separately.
- An NFPA 241 must be submitted
