Michelle McCarthy

Director of Housing Compliance and Asset Management

Michelle McCarthy is the Director of Housing Compliance and Asset Management division at the Mayor’s Office of Housing.  Here she oversees the lease and sale of all of the City’s Inclusionary Housing units, legal and regulatory compliance of all City-involved income restricted housing, and the City’s Affirmative Fair Housing Marketing program.

Prior to joining the Mayor’s Office of Housing Michelle was the Deputy Director of Housing Policy and Compliance at the Boston Planning and Development Agency (BPDA). At the BPDA Michelle oversaw all aspects of the City’s Inclusionary Development Policy where she worked closely with both the Mayor’s Office of Housing, the development community, and the advocate community. Michelle oversaw the implementation of Boston’s first in the nation Affirmatively Furthering Fair Housing zoning requirements. There she convened the Boston Interagency Fair Housing Development Committee 

Michelle is a resident of Roslindale and has a bachelor’s degree in Classical History from the University of Massachusetts Boston and a Juris Doctor from Northeastern University School of Law.  Michelle has held a variety of positions throughout her career from working in the Admitting Department at Massachusetts Eye and Ear Infirmary to Digital Asset Manager at Harvard Law School to Housing Court Advocate at Action for Boston Community Development.  During law school Michelle held an internship with Greater Boston Legal Services which inspired her to dedicate her post-law school career to public service, especially as it relates to serving people accessing public benefits. Beyond housing compliance and asset management, Michelle’s expertise extends to a variety of means-tested programs funded by the local, state, and federal governments.
