Grants Management

The Grants Management Unit is a subdivision of the Administration and Finance Division that supports the work of the Mayor's Office of Housing.

Their duties include:

  • preparing plans and reports required by the U.S. Department of Housing and Urban Development (HUD)
  • assisting with grant-writing

Grants Management also oversees the citizen participation process for the City of Boston’s annual grant allocations from HUD.

Every year, we submit an Action Plan to HUD. The plan covers how we will invest federal funds to address the needs and priorities identified in our 5-Year Consolidated Plan.

The Federal CARES Act provides substantial funding to the City of Boston for responding to, and recovering from the COVID-19 pandemic.

In order to spend the funds that HUD provides to the City from the CARES Act, we must complete a "Substantial Amendment" to our 2019 HUD Action Plan. We have completed such amendments for $20,039,341 in CDBG funds, $449,562 in Housing Opportunities for Persons with AIDS (HOPWA) funds, and $28,819,809 in Emergency Solutions Grants (ESG) funds.

DOCUMENTS:

To apply for federal grants, we create a Plan for the City's development needs over five years. HUD reviewed and approved the plan in February 2024.

HOME Investment Partnerships Program, American Rescue Plan (HOME-ARP) Funding

The City of Boston was awarded $21.6 million in HOME Investment Partnership Program – American Rescue Plan (HOME-ARP) funds meant to increase housing stability by assisting individuals, households, or other vulnerable populations who are homeless or at risk of homelessness.

Hearings

MOH  is hosting hearings on a one-year plan for an estimated $27.5 million in funds from the U.S. Department of Housing and Urban Development (HUD). The funds may be invested in housing, homeless assistance and community development programs that serve low- to moderate-income residents over a one year period from July 1, 2025, to June 30, 2026.   The Plan covers four HUD programs:       
  • Community Development Block Grant (CDBG)
  • HOME Investment Partnerships (HOME)
  • Emergency Solutions Grant Program (ESG)
  • Housing Opportunities for Persons with AIDS (HOPWA)

Registration is NOT required to participate. Interpretation for the hearings is offered in Spanish, Mandarin, and Cantonese. To arrange for interpretation in other languages, including ASL, email mohcomments@boston.gov or call 617-635-0363 at least seven (7) days prior to the hearing date. Every effort will be made to accommodate your request.

Public Comment

A proposed amendment to the Program Year 2024 Action Plan (PY24 AP) is posted for a 30-day public comment period.  The Action Plan provides details on how Boston will invest U.S. Department of Housing and Urban Development (HUD) grant funds for housing and community development programs over a one-year period from 7/1/24 to 6/30/25.  The amendment proposes adding approximately $4.6 million of Community Development Block Grant (CDBG) funds for the preservation of affordable housing.

A proposed amendment to the City of Boston’s Citizen Participation Plan (CPP) is posted for a 30-day public comment period.  The CPP details how the City provides residents, community organizations, policymakers, and other interested parties the opportunity to learn about and participate in the planning, allocation and evaluation of the grant funds received annually from the U.S. Department of Housing and Urban Development (HUD) for housing and community development programs.

 

This amendment proposes four changes to the current CPP: 

  1. adds a reference to the HUD Section 108 Loan Guarantee Program;
  2. removes reference to the Affirmatively Furthering Fair Housing rule terminated by HUD;
  3. restores CPP flexibilities granted under the CARES Act; and
  4. updates website links and adds a table summarizing the CPP statutory requirements.
