Project Goals

The Highland and Marcella Streets RFP initiative involves 33 DND vacant land parcels. The DND and BPDA team has worked with our community partner, the Highland Park Project Review Committee, to define a community mission and values and development and design criteria for a development Request for Proposals. The RFP, including 5 development packages, was issued in November 2017. This site, Package 1, was in the RFP. There were 9 viable development proposals: Package 1 included 2 eligible proposals. (Package 2 included 2 eligible proposals and Package 4 included 5 eligible proposals. There are no eligible proposals for Packages 3 and 5.) Community review of the proposals took place on April 7 and April 14, 2018.

Based on team and community review of proposals against RFP Evaluation Criteria, the selection team recommended, and the Public Facilities Commission approved on October 24, 2018, the developer designation of Marcella 120 LLC.

Marcella 120 LLC will develop 3 units of market rate housing on the site. The development will include green building methods and be LEED "Platinum and energy positive. Work should start in fall 2019.
