Pursuant to Massachusetts General Laws Chapter 149, § 44A½(c), the City of Boston’s Public Facilities Department (PFD), is requesting qualification statements for Owner’s Project Manager (OPM) Services for the 26 Court Street Full Renovation Project.

The City intends to deliver the project by the Construction Management at Risk method pursuant to the requirements of M.G.L. c.149A. however, the Owner may elect to bid the construction under M.G.L. Chapter 149.

Applicant firms must have experience on the following types of projects: Chapter 149A Construction Management at Risk valued at $40 million or greater; Chapter 149 projects; Construction in a tightly congested urban site; Highrise renovations; Energy efficient MEP systems; Office design and construction; Masonry restoration; and Phased construction.

Applicant firms, at a minimum, must have experience on projects in the following settings: urban, historically significant, LEED, offices

This procurement process is qualifications based and will consist of a two-phase selection process: Phase I–OPM qualifications review and shortlist of applicant firms; and Phase II–interviews of the short-listed applicant firms. The top-ranked applicant firm at the end of Phase II will be invited to enter into a contract for a negotiated fee to provide OPM services for the 26 Court Street Full Renovation project.

The scope of work includes all OPM services to assist the City of Boston in managing the design and construction of the 26 Court Street Full Renovation project.  The OPM must possess a broad range of management and communication skills.  The OPM’s responsibilities include the ability to monitor and manage project participants, provide timely resolution of any and all issues that could potentially impact construction quality, schedule of costs.  The interior and exterior renovations of 26 Court Street will include HVAC upgrades, new electrical and plumbing systems, window replacements, masonry restoration, new elevators, office fit outs, accessibility upgrades, new sprinkler system, fire alarm replacement, hazardous material abatement, waterproofing and site work.  The OPM will coordinate closely with City representatives, community advisory task force members and other municipal agencies. Public meetings and presentations with the City’s designer will be required throughout the design stage of the project.  

The OPM Application Package will be available on or about June 15, 2020 at the Public Facilities Department Bid Counter to all interested parties.  The OPM Application Packages are only available electronically and by requesting access for such through bid.info@boston.gov. Qualification Statements must be submitted in sealed envelopes and returned to PFD, Bid Counter, 26 Court Street, 10th Floor, Boston, Massachusetts 02108 by July 7, 2020 no later than 2:00 P.M. (Eastern Standard Time). LATE QUALIFICATION STATEMENTS WILL NOT BE ACCEPTED.
