CONSTRUCTION MANAGEMENT AT RISK SERVICES NORTH END COMMUNITY CENTER

Pursuant to M.G.L. c. 149A, § 4, the City of Boston’s Public Facilities Department (PFD) submitted an application to the Massachusetts Inspector General’s Office (MA IGO) for the approval for PFD to proceed with procuring and delivering the North End Community Center Project via the Construction Management at Risk (CM at Risk) method pursuant to M.G.L. c.149A with a Guaranteed Maximum Price (GMP). PFD is seeking statements of qualifications (SOQs) for CM at Risk Services pursuant to M.G.L. c. 149A, § 5 for the North End Community Center Project.

The scope of work includes CM at Risk Services to construct the new North End Community Center building for Boston Center For Youth and Families located at 471 Commercial St, Boston, MA 02109. A detailed scope of CM at Risk services is included in the RFQ package. Construction documents will incorporate the requirements of Massachusetts General Laws Chapter 149A, the requirements of the final building program, and will strive for the highest achievable and economically viable LEED certification (the City of Boston’s current minimum certification is LEED v4 Silver).

Firms must submit with their SOQ a certificate for General Building Construction from DCAMM. See the RFQ package for more information. a certificate for General Building Construction from DCAMM and DCAMM Update Statement. A detailed scope of CM at Risk services, project team information, and requirements are included in the RFQ package.

Substantial Completion of the project is estimated to be around early February 2028 with final completion in March 2028.

Applicant firms must have experience on the following types of projects: Construction Management at Risk; U.S. Green Building Council’s Leadership in Energy and Environmental Design (LEED) certified silver or higher; urban environments; state-of-the-art; low/mid-rise buildings.

Applicant firms, at a minimum, must also have experience on projects in the following settings: dense, constrained urban sites, and community center construction. Additionally, firms are encouraged to highlight any experience with construction project(s) involving demolition in dense constrained sites, and construction projects in the close proximity to major waterways.

This procurement process is qualifications based and will consist of a two-phase selection process pursuant to M.G.L. c.149A. This RFQ is the first phase of the two-phase selection process. PFD will evaluate submitted SOQs based upon the identified evaluation criteria as set forth in the RFQ. Successful Respondents that are deemed pre-qualified will be invited to submit a proposal in response to a detailed Request for Proposals (RFP) in the second phase of the procurement process.

Application Package will be available beginning March 17, 2025, at 9 a.m. and may be obtained by requesting access via email to bid.info@boston.gov

All technical questions are to be submitted to PFD’s Bid Counter by email at bid.info@boston.gov on or before April 9, 2025, no later than 12 p.m.

Completed SOQ packages must be submitted in sealed envelopes and returned to PFD, Bid Counter, 2 Center Plaza, 7th Floor Suite 700 Boston, MA 02108 on or before April 15, 2025. at 12:00 p.m.

PFD expects to complete review of the SOQs received at or approximately TBD.

Please submit One (1) hard copy bound and Two (2) USB flash drives with pdf format and place all contents in a sealed package marked: North End Community Center Project No. 7244.

There is a site visit scheduled for March 26, 2025, at 12:00 p.m. at 471 Commercial Street Boston MA, 02109. All firms interested in submitting an SOQ for the Project are strongly encouraged to attend.
