North End Community Center

Pursuant to Massachusetts General Laws Chapter 7C, §§ 44-57, the City of Boston's Public Facilities Department (PFD),  hereinafter referred to as the Awarding Authority,  is requesting Statements of Qualifications (SOQs) for design services including: Schematic Plans and Outline Specifications; Design Development Plans and Specifications; Construction Plans and Specifications; Administration of Construction Contract; and Construction Supervision for the North End Community Center project with an estimated construction cost of $65,000,000.

The scope of services for the North End Community Center Project includes but is not limited to: preparation of schematic design alternatives and then Design Development services for the selected alternative, development of construction contract documents, which will be inclusive of development of an early bid/site enabling package for site clearing , foundations, and superstructure as the design may allow, procurement services (pre-qualification, bid, and award), construction administration services, and final close-out and warranty period.   

Completion shall be 182 weeks after execution of a contract. Applicants must be a registered Architect in the Commonwealth of Massachusetts. The project will be performed under M.G.L. c.149A.

Applicants must provide the names of key personnel and consultants that will be utilized on this project for the following disciplines: Structural, Plumbing, Electrical, Elevator, HVAC, Code Consultant, Cost Estimator, Fire Protection, Fire Alarm, Telecommunications and Data Engineer, Geotechnical, Civil Engineer, Sustainable Design, Lighting Consultant, Specifications Writer, Landscape Architect, Geoenvironmental and Commissioning Consultant. 

Applicants, at a minimum, must have prior experience on projects in the following settings:  Urban, Leadership in Energy and Environmental Design (LEED), Community engagement and Historically Significant.

Application Package will be available on or about February 12, 2024, at 9:00am and may be obtained by requesting access via email to bid.info@boston.gov. 

All technical questions are to be submitted to PFD’s Bid Counter by email at bid.info@boston.gov on or before February 21, 2024, no later than 12 p.m.

Completed SOQ packages must be returned to the Awarding Authority by February 28, 2024, no later than 12:30 p.m. at 2 Center Plaza, Suite 700, Boston, MA 02108.   Please submit one (1) hard copy bound and two (2) USB flash drives with pdf format and place all contents in a sealed package marked: North End Community Center, Project No. 7244.
